Since the advancement of the economy in Japan, the widening income differential between the agricultural and other industries has been leading to the rapid decrease of agricultural population in agricultural areas and successors of local agriculture, as well as aging of the local population. In order to take action against this severe situation, promotion of tourism agriculture has been discussed aggressively as one of the measures. Development of tourism agriculture is mainly analyzed in this report from the viewpoint of the farming village side that manages tourism agriculture, not from the viewpoint of the city side that utilizes it.
The conclusion of this report is : It is also necessary to form a base of tourism agriculture since its formation by local residents' participation significantly influences individual management. Systematic development by all local residents in a region instead of individual management has effects for farms belonging to it, such as (1) promotion and advertisement, (2) technical advantage including quality and taste, (3) effect on management and administration of farms, (4) formation of sense of solidarity among local residents, (5) formation of year-around tourism agriculture, etc. These effects lead to increase of tourists after all, which seems to reflect to the increase of agricultural income. Especially in the case of small-sized farms, most of them would have had to give up farming by now or only farms for self-sufficiency would have been left without farm villages. Therefore, it seems that formation of farm villages by the whole region has a significant meaning.
It seems that in the development of tourism agriculture, efforts will be made to achieve diversification of species and crops, reduced agricultural chemicals, and organic growing, etc., while keeping focus on enrichment of farm advertisement and improvement of technology like quality and taste. It is also considered that bases for tourism agriculture will be promoted by organizations with participation of the whole region instead of individual management.
On the other hand, there are common problems in the development of tourism agriculture in agricultural areas, including (1) most are one-day tourists, (2) a problem in formation of sightseeing routes, (3) a problem in development of services including various programs and events, (4) aging of farm managers, etc. It seems that properly coping with these problems will have a close relationship with the future development of tourism agriculture.
