There has been disagreement among scholars on the issue of when and how the child care services and child welfare services started in modern Korea. This study contributes to clarifying the specific development of child welfare and child care on the basis of historical data.
Child care and child welfare in modern Korea started in 1854, when Korean Catholic church took care of infants and orphans as a regular church's program. Next year, this program led to the establishment of Sancta Infantia, whose model was the French Sancta Infantia in terms of rules, organization, and service delivery system. This organization can be taken to be the first private social welfare organization in Korea. Sancta Infantia was the first social welfare organization putting such programs as child care, education, and rehabilitation into effect.
The activities of Sancta Infantia developed subsequently into systematic and various welfare programs with the gradual removal of oppression against Catholic. In 1885, Catholic church established an institution for orphan with physical facilities and professionals, making it the first private child welfare institution in Korean history. This institution provided orphans with comprehensive services including education, rehabilitation, medical treatment, as well as such basic services as food, shelter, and clothes. Given the comprehensiveness of services offered by the institution. we can estimate the modern characteristic of the institution very highly.
