Early childhood, which is the period in a child's life from birth through age 5, is a critical time for children to develop the physical, socio-emotional, and cognitive skills they will need for the rest of their lives. These young children receive care in a wide variety of settings in America. While 22 percent receive care solely from their parents, the remaining 70 percent receive care through a variety of arrangements, including care by non-parental relatives, non-relatives, and center-based programs, including Head Start. Where childcare is concerned, families pay on average about 59% of costs, with Federal Government contributing 27%, and States and local government about 14% of costs. Most funding for social services (including the Head Start program) is managed by the U.S. Department of Health and Human Services, while the U.S. Department of Education funds compensatory and special education for disadvantaged 3- to 5-year olds. At each state level, policy decisions are made with regard to eligibility, extent of the supply and availability of services, allocation of services and benefits, scope and quality of services, including health and safety standards. Among the issues for policy attention identified by the American Early Childhood Education and Care system for the Korean System are:
-The need to create a comprehensive ECEC system
