This study is about the structure of crises and countermeasure as well as theway of existence and position of unfortunate Korean studded with roaming,especially Koreans moving to Russia from Central Asia.
The population floating through the resettlement of the Korean residents in the Old USSR territory manifests itself in various manners. The main headings are from Central Asia to far east Vladibostok and Volgograd in southern area in Russia. The characteristics of the Koreans who removed to these two areas is that they exist as refugees and forced migrants who removed as victims from the change of social structure occurred after the collapse of the Soviet Union. They live like refugee in the human rights pitfalls where they cannot get any support from the Korean policy for overseas Koreans and Russian national policy.
Not only Russian Federation and Korean government but the support and cooperation of international society should be followed to let the Korean people find their human rights and not to be discriminated in their removed area. There ality of the Korean residents who are denied the guarantee of the value of human rights is that they can just rely on the Russian Government’s adequate dealing as a Russian citizen. Therefore diplomatic cooperation from home and abroad should be followed for them to enjoy and exercise the value of human rights guaranteed by the international society.
