The introduction of number portability is one of the most active policy challenges facing the telecommunications industry worldwide. Number portability is interpreted as a reduction of switching costs in a model of competition between telephone companies. A very inherent approach has been used in Korea. where number portability is sequentially implemented by the order of SKT. KTF. LGT to prevent SKT from dominating market for mobile service.
This paper will focus on the cost-benefit analysis on how social welfare changes in this regime. Compared with a general number portability system. the welfare change of this special system is estimated. Under this system. the welfare level of consumers served by the particular providers is severely reduced because they would change a telephone number while switching carrier. An important conclusion of our work is that under this system welfare loss is much greater than welfare gain.
