The Weimar Republic was the first democratic Republic which was established in Germany after the World War I ended as the defeat of Germany. The Weimar Republic was the Republic which failed to be welcome so much by German people. Because the Weimar Republic was taking responsibility for the defeat of Bilhelm Empire from the start and German people attributed all the sequela of war to the Weimar Republic which approved the Versailles Peace Treaty in shock and betrayal sense while they believed in only the possibility for victory. In addition, the Weimar Republic had to be annoyed by the threat of system overturn from the both sides to be extreme leftist and extreme rightist endlessly.
Moreover, the instability of economy due to the overissue of war bond, the request of payment of exorbitant indemnities of the nations which won a war, the inflation to be based on the negative resistance against the Roar occupation of France may be regarded as the primary factors which checked the political, social and economic stability in the early stage of formation of the Weimar Republic. In this period of instability, the policy of the Weimar Republic was centered on overcoming economic difficulty.
The Weimar Republic which overcame this early difficulty and arrived at the stability period applied itself to the extension of social right of laborers which was advocated in the early stage of establishment of the Republic. Out of various policies of the Weimar Republic, the development of social policy section is very important, especially. As German Social Democratic Party which played the central role of the establishment of the Weimar Republic was the party to be influenced by the support of society groups centering around labor union, the social policy of the Weimar Republic was performed with positive attitude for laborer welfare, wage negotiation, and unemployment issue. What showed great progress out of the social policy of German Social Democratic Party was in social insurance field. As for German social insurance programs which, the domain was expanded epochally by the enactment of the Unemployment Insurance Act in 1927.
So, as the law about job introduction and the Unemployment Insurance was enacted on the 16th of July in 1927, laborers came to have the claim right for the relief request for the nation with the Iosurance law for the unemployed when they were unemployed when laborers were unemployed is significant greatly. Because the Unemployment Insurance has the character of social insurance that labor-management participated autonomously by getting out of the character of existing poor relief, as employers and laborers bear unemployment premium by half.
However, economic crisis which appeared due to the sudden collapse of American stock market at October in 1929 struck an exorbitant blow to the economy of the Weimar Republic which depended on the investment capital of foreign countries absolutely.
As the economy of the Weimar Republic was in the face of ruin, the interest of each class which was latent in the inside of the Republic was opposed seriously. So, as the opposition of each party to represent the profit group around the Unemployment Insurance which was enacted in the stable period of the Weimar Republic deepened, party to represem businessmen insisted on the reduction of unemployment premium so as to reduce economic burden, and party to represem laborers insisted on the increase of unemployment premium for the continuous execution of the Unemployment Insurance to guarantee minimum basic life to the unemployed and the preparation of insufficient fund. At last, while each social class failed to narrow the different opinion about the Unemployment Insurance, rhe democratic coalition cabinet of assembly collapsed.
This thesis is to try to evaluate the appearance, development and collapse of the Weimar Republic which has promoted policy for the extension of social right of laborers with one subject to be social policy. And, this researcher tries to examine the social policy that the Weimar Republic promoted centering around the Unemployment Insurance enacted in 1927 out of it especially.
