In July 1947, a bronze tablet was found at Magliano, the ancient Colonia Heba, and it was called Tabula Hebana It consists of three parts. First(11.1-5) part is about honorific statues of Germanicus; second part(11.6-50) contains a few amendments to a general electoral law passed in 5 A.D, and hitherto unknown The content is about the institution of five centurae, tearing the name of Germanicus, to be added to ten already existing, which were named for the brothers C. and L Caesar, in the process of the destinatio of consuls and praetors. Third part(11. 50-62) is about various commemorative religious observances.
Until now it has excited much discussion, especially about the second part. the process and meaning of the destinating centuries. But it must be kept in mind constantly in considering this document that it is not an electoral law. It is a rogatio honoring Germanicus and the information about elections in it purely incidental. In order to understand the Tabula Hebana well, we have to know who was Germanicus and why the various honors should be granted to him. And that problem is related. with Augustus' succession policy. So first
we must explain the Augustan succession policy.
Augustus' plan was the principate to be handed down by a successor of his blood, a Julian heir. He has no son, but an only daughter Juria. So the concrete method was by marriage or adoption. Juria married thrice, Marcellus, Agrippa, and Tiberius. But Augustus' designated successors (Marcellus, Agrippa, Gaius Caesar, Lucius Caesar) moo before him Until now Tiberius, his stepson and a Claudian, left out of consideration. In 4, at last he adopted Tiberius, a stepson, as his son. Though Tiberius has his son Drusus. he was compelled to adopt his nephew Germanicus by Augustus. Germanicus was the son of the Tiberius' brother Drusus. So Drusus is also a Claudian, but married to Agrippina, the daughter of Agrippa and Julia, and so his sons would preserve lineage of Augustus. In brief, he was the last hope of succession, a Julian heir of Augustus. But the death of Germanicus in AD. 19 frustrated Augustus' last hope. Although the Tabula Hebana is honoring Germanicus, it may sing the victory of Claudians over Julians. Of Titerius over Augustus.
