This study aims to shed light on the characteristics of Chon(村), this is, local administrative unit of Silla during the 6-7th century, through an analysis of the documents written on The Stone Monument Erected At Namsan New Fortress (南山新城碑), The Wooden Tablet Excavated At Seongsan Fortress(城山山城出土木簡).
Now the opinions about Chon are divided into two: The one is that Chon was set up at Euprak(邑落) which had been political autonomous community before the 6th century. The other one is that Chon was set up at central village in Euprak. My opinion is as follows.
Euprak community was composed of many natural villages. One of them played the part of the center, the other small scale villages were around it like satellites. Because Silla government didn't dispatch local administrative officials to Euprak before the 6th century, this central village controlled Euprak politically and economically.
During the 6-7th century, Silla government dispatched Dosa(道使), namely, local magistrate to the central village of Euprak. Dosa managed Euprak community entirely, but he had to need helps and supports from the deep-rooted local elite. Because Silla government was not yet capable of ruling Euprak perfectly, it organized local administrative system with remaining the power structure between central village and the other villages of Euprak community.
In conclusion, Chon or local administrative primary unit of Silla during the 6 -7th century was set up at central village in Euprak. On condition that Dosa, dispatched to Chon, took charge of Euprak area with helps from local elite. The reason that local administrative primary unit was named Chon is that it had meant natural village in China after the 2nd century. This word was accepted and used as same mean in Korea after the 4th century. On the other hand, Do(徒) meant each village which wasn't still organized into local administrative system by Silla government.
But Unification oncoming, local administrative system in Sill a started to be changed. In behalf of effectively obtaining financial resources from Euprak area, the Silla government organized each individual village of Euprak into Chon. so power structure of Euprak community was dissolved. The change like this had been begun in the neighborhood of capital city and an advanced outpost area, step by step was spreading over all territory in Silla. In consequence, Silla government could take a census of each village, and realize the imposition of each village section in the late 7th century.
