After the end of cold war, all countries over the world are now the free market economic system; except for a handful number countries, including North Korea and Cuba. Another significant development in the world economic field is the trend toward accelerated economic integration of regional countries.
And recently, owing to start of WTO system based on globalization and unrestraint, the world economy order is facing now structual adjustment era.
As part of and because of these world economic change, the economical confrontation between the two parties of Korea, North and South, has reached at the critical turning point in terms of its mutual economic action.
The South. North Korea's maritime and port cooperation is considered as an important step toward the promotion of economic cooperation. It is to emphasis, however, that achieving maritime and port cooperation of two Koreas under the present condition is really difficult due to the profound differences in the transportation system.
The purpose of this paper is to present the maritime and port cooperation model in successive phases and feasible and required programs, and argues for the transportation system of both Korea as the absolutely necessary precondition for economic cooperation.
The phased model of maritime and port cooperation between two Koreas could be summarized as follows:
1) The preconditional phase; this step is expected to propel direct sea-lane and expanded direct trade between two Koreas as the present form of indirect trade through third countries will be abandoned.
2) The first phase; this step must introduce to the direct sea-lane of citizenship, while the North Korea will be improved port facilitis conditions.
3) The second phase; the first, Both Korea will set a complex transportation system and joint Shipping service for transportation of goods. the second, Investment for improvement of the North Korea's port facilities. the third, cooperation of the sector in shipbuilding and crewman. the forth, a joint venture of tourist harbor.
