The first half of the fourteenth century, the so-called ‘War Subsidies’ period, was a transitional stage from feudal aids to institutionalization of tax system. A series of taxations, essentially as related to the necessity of war, however, had certain temporal and geographical limits. The General Estates which, taking advantage of the disaster of Poitiers, took the initiative of financial reform launched an experiment of taxation without exemption, backed up by public opinion. But it turned out that any taxation to the detriment of the dominant classes had least possibility to succeed. Moreover, the fear of the Estates’ rule and the Jacquerie compelled the vested interests to flock together surrounding the royalty, which eventually led to the establishment of the sound money and the permanent taxation. The urban uprisings in northern France including Paris and Rouen in the early 1380s took place against this tax system mainly based upon sacrifice of the urban masses. However, this social turmoil also ended in another conservative compromise, and consequently the yoke of the unequal tax system vexed for a while was imposed once again in a tougher manner. In the final analysis, these two rounds of revolts came into existence at the critical juncture when the royalty attempted to transform its material basis from the feudal source to the permanent taxation, and in this sense accelerated its transition to the financial absolutism.
