Since 1997 Asian crisis, the weak economic base of democracy has been a concern of social scientists and NGO activists, while as a matter of fact South Korean society has been in the process of democratic transition. Under the reformist governments of DJ. Kim. and M.H. Rho the problems of poverty and inequality have become worse and inter-industry relationship has been damaged. Above all the so-called bipolarization is more noticeable with the recent economic recession worsening. This essay argues that the bipolarization of large conglomerates and mid-small firms may have provoked the bipolarization phenomena pervading all areas of society and shows that the bipolarization of large conglomerates and mid-small firms is found deepened.
It can be an impetuous conclusion that democratization process itself has been directly related to the bad economic performances including the aggravation of income distribution. Success in improving the situation of bipolarization and strengthening the economic bases of democracy may be linked to the ability to manage the domestic social conflicts triggered by 1997 crisis and turbulent globalization. The subsequent institutional reforms implemented by the IMF and the reformist governments have ignored the problems of weak conflict management institutions. Consequently, the unrealistic non-interventionism of politics in economic matters has caused the discrepancy between the free market rhetoric and the reality, which tends to break off the positive relationship between democracy and poverty decreasing.
