In this study we examine the phenomenon of polarization in the Korean Economy and offer policy measures to overcome it, with a special emphasis on social economy. The Korean government increases the spending to provides poor people with social works. However, social works are ante post measures for helping poor people who are byproducts of the polarization, without any concerns on long-term solutions to overcome polarization. This study argues that the Korean government needs a new economic paradigm and social enterprises can be used as an alternative to social works which the government has depended on. The social enterprise is a mix of profit-pursuing enterprises and non-profit organization. The social enterprise can create new jobs, the aim of which is to supply social services which cannot be supplied both by private companies and public sectors. The law of promoting social enterprises will be in effect from July 1st 2007. According to the law, the central government would be a main body to organize the social enterprises. However, social enterprises should be managed with maintaining a close relationship with local communities. To make social enterprises successful, what is necessary most is to mobilize voluntary civic participation in managing and supervising the social enterprises, with local initiatives to become the major driving force.
