The purpose of this study is to explore the influence of globalization upon federal relations in the process of sovereignty bargains with the case of Russian federal relations, particularly in the sphere of ecological issues. A brief literature shows that arguments of globalization and sovereignty focus on two dimensions: state sovereignty, and popular sovereignty. Firstly, on state sovereignty, changing feature(i.e., ‘sovereignty-as-bulwark’ thesis vs. ‘erosion-of-sovereignty’ thesis) and effectiveness of state sovereignty in the protection of environment(i.e., ‘state-as-protector’ thesis vs. ‘state-as-enemy’ thesis) constitute a main stream of discussions. Secondly, discussions of governance are closely related to the concept of popular sovereignty. However, little attention has been paid to the impact of globalization on federal relations, i.e., sovereignty-sharing patterns.
In Russia, environmental organizations were established with the support of domestic socio-political institutions at the beginning of 1990s. However, since 1990s, a growing influence of INGOs brought changes in the confrontations between centre and periphery. For instance, the centre prefers a nation-wide environmental protection mechanism to a regionalized structure of environmental protection system that would allow the regions more flexibility in their economic activities. In the Russian context, as this analysis suggests, globalization of environmental issues tends to support the centripetal force in the process of sovereignty bargains.
