Although the presence of a large number of foreign workers causes socioeconomic and political problems for any country, the problems are especially acute in the GCC countries, with foreigners occupying more than half of the total work force. After the 1973 oil shock, the GCC countries launched modernization projects with the influx of the petro-dollars. Most of the countries, however, started to import many foreign workers in order to implement these projects, due to small populations and unpreparedness among the natives. As long as the revenue to accomodate these projects are supplied by the export of oil and natural gases, foreign workers don’t bother the host countries much. However, the decline of the oil prices in the world market caused the GCC states to initiate a nationalization policy of the work force in the late 1980s to curb the number of the foreign workers entering the country. Even though many policies have been put into effect for that specific purpose, they have all failed due to a number of reasons. Among them, the most serious problems are the governmental distributive policy which creates more governmental positions in return for their loyalty and the cultural aspect of locals seeking jobs in large organizations for prestigious positions regardless of their skills and abilities. Without a solution to this fundamental problem, the nationalization of the work force in the GCC states is unachievable in the forseeable future.
