The sexual morality of the roman elite resulted in the collapse of roman family through the high divorce rate, the diffusion of extramarital affair, and the shirking of marriage and delivery. These corruptions lost the traditional moral of roman empire and hindered the exaltation of the sound lifestyle and the increasing of the traditional roman family of the roman upper class. Therefore, Augustus enacted the law that punished severely the sexual corruption and encouraged the childbearing in order to restore the dignity of roman family. These laws are lex Iulia de adulteriis in B.C. 18 and lex Papia Poppaea in A.D. 9.
Lex Iulia de adulteriis in B.C. 18 try to preserve the dignity of marriage by strengthening the judical power of unmarried person and lex Papia Poppaea in A.D. 9 offered married persons many advantages by easing Lex Iulia de adulteriis. The main purpose of these laws is the retardation of hedonism-centered lifestyle in the roman upper class and the restoration to the sound family. Augustus try to deterge the vice including the shirking of marriage and delivery. In the end, these laws influenced the supplement of the personnel and the security of the upper class that supported the roman empire.
How about it in Korea, today? In recent, the feature of the movement of population in Korea is the continuance of low birthrate, the aging society, the reduction of productive age population, the rise of marriageable age, the increasing of divorce rate, the augmentation of celibacy, the acceleration of nuclear family.
Although each local autonomous entity has conducted the policy of childbirth promotion as the active countermeasure to the childbirth stability, it was limited to the grant of maternity benefit which was short-term and exhibition administrative. However, the policy like the grant of maternity benefit has the great difficulty to settle the problem of low childbirth which menace fundamentally the Korean society.
