The phenomenon of low-childbirth in the late Roman republic and the early Roman empire is growing more and more serious. The disorder of sexual moral including the high divorce rate, the extramarital intercourse, and the avoid of marriage and childbirth that had a great vogue in the elite of the early roman empire occurred the collapse of Roman family. The disorder of sexual moral lost the Roman tradition and happened the phenomenon of low childbirth. In front of this phenomenon. Augustus tried to restore the sound morale of Roman family to the Principate. Therefore, he tried to eradicate the disorder of sexual moral through the program of moral and society and correct this problem through the ratification of laws that encouraged the marriage and the childbirth.
In spite of these countermeasures. the phenomenon of underpopulation is growing more and more serious in the Roman empire and the Italy. Then, the peasants of Italy were troubled by the poverty of rural district and the population of Italy grown smaller. Thus, the emperors of Nerva and Traianus established the program of alimenta that the Roman government provided with the child allowance in order to support the poor child in Italian rural district. Nerva and Trajanus tried to correct the problem of low childbirth in Italy through the program of alimenta.
Though there is 2000 years in this sense. the system of alimenta that was the policy to an increase in population and an agricultural relief in the ancient Rome suggest that it was an index to correct the phenomenon of today's low childbirth.
