This study examines the major open spaces in North Korea after the Liberation of Korea in 1945. This study can be used as valuable information for further study and especially for the reconstruction planning of the places in preparation for a probable unified Korea.
For conducting this study, the method of archival research used was to examine both South and North Korean documents, reports and yearbooks.
The following are the findings from this research study.
① Regarding the related laws and regulations of open spaces in North Korea, the land law regulates historic revolutionary sites and parks, and a housing plan regulates squares and streets.
② In South Korea, a restrictive land use system is applied while an imperative land use system is applied in North Korea. The land use planning in South Korea is characterized by its diversity in planning types and its mutual relation among plans. The plan for land development and use in North Korea is not well organized as compared to that of South Korea. Land use by area according to the urban plan in South Korea is more developed and systematized than that of North Korea.
③ In South Korea, a variety of individual laws, regulations and plans concretely regulate open spaces such as parks, squares and streets while those of North Korea do not and function merely as a general planning guide and standard.
④ Historic revolutionary sites as found in North Korea do not exist in South Korea. As for parks in both countries, there are no big differences in park facilities and elements themselves except the fact that the parks in North Korea are closely related to socialist ideas and have political and propagandalistic characteristics and functions.
