According to the Enforcement Ordinance of the new City Planning Law, the detailed classification in residential zone has to be undertaken up to 30 June, 2003. So, recently some of local governments including seoul Metropolitan Government is issuing the project for classification of residential zone. But in the course of classifying the area, many civil petitions and difficulties will be appeared. So the scientific and reasonable establishment of a standard for detailed re-zoning will be required and social consent will be made further. In conformity with such a social requirement, this study explores the ways toward the establishment of reasonable standard for detailed re-zoning and applies the standard to the case of Anyang City. Through the result of this study, expected problems and measures for improvements are proposed and will be helpful to other cases in the near future. The height of houses, the density of development and the characteristic of location, etc. are proposed as the standard for detailed re-zoning. The procedure of rezoning is as follows. The residential zone is firstly classified as type-1, type-2 or type-3 in residential area through analysis of location and surrounding conditions. And then the type of residential zone is determined through reflection of the density of development and potential. In case of difficulties in decision-making of the type, the block is classified as the area of adjustment or consultation and then is finally determined in consideration of social, economic and political conditions. Consequently, the detailed re-zoning is necessarily undertaken for the improvement and preservation of the quality of citizen life and become fixed at this time in spite of public complaints.
