Some countries in the world have introduced street systems that protect residential environments, for example the Radburn planning method, and these systems have become widespread. In Korea, the street systems developed by various Residential Area Development Projects have been focused on convenience and functionality rather than protection of residential environments from automobiles. Therefore, the increase of passing traffic and the influx of non-residential facilities were created in residential areas, thus triggering instability, traffic, noise, odor, difficulty of access for emergency vehicles, and deteriorating residential environments. In this study, characteristics of non-residential facilities located in residential areas are investigated and reviewed focusing on the relationship with the current street system and surrounding facilities. The study's objective areas are the Samchon and Hyoja areas of Jeonju City planned by the Residential Area Development Project. From the result, the street system that created passing traffic and the multi-use facilities in this area caused the increase of non-residential facilities, and the mixed uses between residential and non-residential facilities appeared as a main reason for the deterioration of the residential environment. To protect stability and amenability of residential areas, the mixed land use has to be prevented and a method that is able to create order in the street system has to be introduced. Therefore, for residential areas such as these, systems that prevent passing traffic and methods that decrease illegal parking are considered, and for new residential areas, the alternative that prevents mixed land use and accepts the same lot area, development density and road percentage as the older residential areas is suggested.
