Confronting with the various crises over the country in the beginning of foundation of Federal States, Russian Federation began to carry out the military reform in high level intensity within national reform in order to provide against interior and exterior threats to the national security.
And then according to such a military reform Russian Federation reached at national consensus called 'Construction of Small, but Powerful Russian Armed Forces with Mobility' and is carrying out the plan of reconstruction of Russian Armed Forces with resolving the 'security and defense dilemma' simultaneously.
Russian Federation has following priorities in reconstructing the armed forces;
① Insurance of strategic deterrence force against the attacking of other countries, ② Accomplishment of high level of combat prepareness, ③ Insurance of strategic mobility, ④ Improvement of military service institution which is able to supplement personnels in high quality as like adaptation of contract service system for the portion of armed forces, ⑤ Modernization of military weapons and equipment, ⑥ Accomplishment of system of military science study and education, and ⑦ Improvement of social security system of military servicemen etc.
Now we could deduce few lessons from Russian military policy of reconstruction of Russian armed forces;
First, we have to learn Russian Federal governmental and military leading group's volition for carrying out the military reform from such a fact that Russian Armed Forces carry out military reform boldly and continuously, in spite of worst military economic situation and great deal of meeting with opposition against the military reform.
Second, we have to develops such a study-system of military science which could support the rational and systemic reconstruction of armed forces in Russian armed forces.
Third, we, Korean armed forces, also have to grope for new approach methods to re-coordinate and set up new standards for construction and development of armed forces as like groping of Russian armed forces for new standards in constructing the armed forces.
Forth, in consideration of acquisition condition of military personnels in high quality, we have to improve the military service institution, as like un-precedented adaptation of contractive military service system in the minor portion of armed forces.
Fifth, we have to carry out the modernization of military weapons and equipments according to his priories, but we, Korean armed forces have to guarantee important parts of the social security of military service men including pulling up the salary prior to this modernization.
