This study reaches the following results which are considered a few case studies, reactions and movements of the local government, the driving process and the background and details of the authorized manager system at the public sports facility which newly started by the Japanese government.
This system applies the liberalistic competition principal to the operation of the public sports facility by removing limitations and regulations regarding the coverage of trusters.
Also, stock companies and private businesses and enterprises and public-service corporations, NPO corporations and local organizations can entrust their facility without rein.
Through this authorized manager system, the trustees can manage their facility fully and also can take out the truster's management know-how and service because they have a full of authorizations about the access to the facility. These effects enhance the service quality for the public as the fee for the facility service is directly related to the trustee's income.
