Koty?'s postal station system had been independently operated for over two hundred years since the foundation of the dynasty. During the later half of the 13th centuty, however, the system was controlled by the Yuan government when Koty? fell to the Mongols(Yuan dynasty). Political control of the system became increasingly involved through large-scale projects driven by the Yuan government, such as Japanese expeditions and the delivety of grain to Southern China, Manchuria and Koty?. The Yuan government appointed 'Postal Inspectors' called todkhosun(脫脫禾孫) and established the 'Maritime Transportation System'(水驛) in the Koty? Tenitary. In addition, the 'General Headquarters far the Eastern Expedition,' called chengtung touyuanshuaifu (征東都元帥府), served as Yuan's militaty organ dispatched to Koty? far the purpose of Japanese expeditions. The General Headquarters went so far as to arbitrarily appoint a Postal Inspector for the Ch?lla Province. Although Koty? was able to maintain public security and relief from nationwide famine due to Yuan control, the intervention disturbed Koty?'s ruling system. Policies that were not useful for achieving Yuan's political interests were immediately abolished, and the negative effects of these actions on Koty?'s situation were not taken into consideration. In effect, Katy?'s postal station system was operated by the Koty? government on a basic level, but the Yuan government repeatedly meddled in the management of the system whenever such intervention was considered necessaty by Yuan's policymakers.
