The government tried to make balanced development in national land from the start of government participation. The policy of Special Local Development Zone came from this effort, and Haeundae area was designated as the Zone in fields of convention, cinema, and marine leisure.
This paper aims to find out some problems and system supplementation for implementing the policy to apply into Haeundae, and the results of this study are summarized as follows.
First, it is needed to extend the case of special deregulation for activation. Second, the new system is needed to prevent misused land through cooperation between the local and central governments. Third, private sectors’ requests should be allowed for activation. Fourth, evaluation period of 30 days for determination should be extended for deep evaluation. Fifth, long term policy is much more helpful for regional economic development than tax increasement in short term.
