This study attempts to suggest some practical strategies for ensuring a successful implementation of "special local development zone" system based on the comparative review of two similar special zone systems of Korea and Japan. Because the special local development zone system of Korea is in the beginning stage, it is a little early to evaluate the policy. In spite of that, reviewing the Japan's case can give us some lessons for successful implementation of Korean system.
Considering the importance of local development for promoting national development, it is timely to develop special local development zone system which designate special zones according to unique local characteristics. On the other hand, introducing another special zone system to the existing several different types of special zones such as special economic zones and special tourist zones may cause more confusion and undesirable development.
At the point of this situation, this study provides some policy implications for introducing our special local development zone system successfully by comparing two systems of Korea and Japan.
