National government has tried to protect the urban sprawl and environment damage in the name of Second District Unit Plan which is effective in the year of 2oo3. It has applied to the land where high development density, development size and installing necessary infrastructure are required. Under Infrastructure Bearing Zone System which applied to the Second District Unit Plan, the burden of infrastructure cost was very heavy to the developers compared to the benefit of development. But the Infrastructure Linkage Fees System, which was introduced in the revised urban planning law in 2oo6, suggested to reduce the burden of infrastructure cost on the Second District Unit Plan. Thus, it is necessary to review the new system whether it will be applicable on the Second District Unit Plan. The purpose of this study is to analyze the feasibility of Infrastructure Linkage Fees System compared to Infrastructure Bearing Zone System on the Second District Unit Plan. This research found out that Infrastructure Linkage Fees System is more feasible than Infrastructure Bearing Zone System. A residential development project makes 18.7% of Internal Rate of Return(lRR) by the Infrastructure Linkage Fees System; however, the project makes only 11.5% of IRR by Infrastructure Bearing Zone System. Because the burden of infrastructure cost was very heavy to the developers compared to the benefit of development in Infrastructure Bearing Zone System. Under the Infrastructure Linkage Fees System, it enables developers to involve the Second District Unit Plan actively because of the low burden of infrastructure cost.
