This study involves consideration from documentary records about governmental paper manufacture of Joseon dynasty. Though governmental paper mill was established for paper money at the very beginning, it also contributed to the production of paper of book. While the paper manufacturer contributed to various types of papers at first, the technology and improvement of paper production was slowly declining. At last it was done away with owing to nongovernmental handicraft. In Joseon dynasty, They thought positive about paper manufacturing technology of China and Japan. So, craftsman used to be sent to China for technique of paper making and Japanese paper mulberry used to be planted. The more the demand for paper was increasing, the more serious the positive efforts were. For this reason, we sure that awareness of cultural advance can meet potential demand. Paper have been played a role in the knowledge industry. Not only are the contents of book importance, but also it is essential that the paper including the contents should be studied together by Korea, China, Japan.
