Jeju Special Self-governing Province established on July 1, 2006 is the only one in Korea with a high level of self-governing authority in all fields except legislation, foreign affairs, and national defense.
To establish an efficient administrative system on pushing for a free international city, Jeju Province reformed itself as a collective system by unifying 4 existing local autonomies and builded up 2 administrative cities. However integrating administrative level has limits that lowering of popular rule such as citizen participation and regulation are caused. Therefore it is very important issues for the more growth of Jeju in the future that are extension of means for citizen participation to raise democracy and strengthening self-rule functions.
So, this study examines actual conditions on operation of resident autonomy centers defined its establishment and operation of resident autonomy center in the special bill of Jeju Special Self-governing Province and shows courses of its improvement in the future.
According to a poll of residents in towns, myuns, and dongs of Jeju Special Self-governing Province, it earned a positive assessment on capability of self-governing through resident autonomy center and formation of local communities. Its residents want official administrative offices of town-myun-dong charge with civil application affairs and resident autonomy committee takes charge of affairs on culture, education, social welfare, etc in the region through reinforcement of functions of the committee operating resident autonomy center. For this, the reinforcement of professionalism of the committee members is needed and the enlargement of functions of resident autonomy center and its committee is demanded through gradual improvement. The evaluation on alternative proposal to develop resident autonomy center shows that gradual improvement considering local characteristics is needed in the short term and the development toward semi-autonomy form will be of importance in the long term.
In conclusion, improvement of the system related to resident autonomy center and revitalization of citizen participation will solve the problem of lowering of popular rule caused by cutting down self-governing bodies and will be a driving force for the regional development based on local community spirit in the long run.
