The Metropolitan City-region Planning was introduced to the Korean planning system in 2000 in an attempt (0 guide urban growth through joint planning among administrative units. As the result the Metropolitan City-region Plans have been prepared for the largest seven metropolitan areas, including the Seoul metropolitan area, as well as four other areas. However it turns out that most of the Plans fail to satisfy the original meaning and intention of the Metropolitan City-region Planning. This paper points out that the failure is mainly attributed to the comprehensiveness of the Plan required by the National Land Use Planning Law. The Law requires detailed prescription on almost every planning component, which can be covered by individual city plan of local government. The paper proposes that the Metropolitan City-region Plann be essentially a policy or/and strategic plan, focusing on key factors necessary for growth management on regional or/and inter-city scale. It identifies and specifies ways to reform the Planning system in order to improve its strategic role of metropolitan growth management.
