For the last fifteen years Russia has passed great way in formation of civil society and its attributes-independent public organizations and mass media played special role in this process. The main task of mass-media means is objective coverage of events and exposure of the most actual problems in the society and mass-media should control all power branches. Forming public opinion, mass-media influence on development of legal state, closely controlling actions of separate officials and power bodies. In modern world mass-media has obtained so great influence on people's life that it is often called "the fourth power" - an important part for functioning the whole system of state bodies, which plays serious role in the system of "constraints and counterbalances" and execution of this function demands high professional skills, competence and certain civil maturity from mass-media representatives. Therefore, mass-media is not just an attribute of civil society but the society itself is built up thanks to its activity. In this article the author tries to analyze different models of the role of mass-media in the political process. Denis Shutman gives in this work different points of view for the understanding of mass-media as the independent power in the modern world.
