Many feminst studies look social welfare for an alleviating measure of the class inequality and gender inequality.
But welfare state often was so partial toward the intervention in class inequality that it haven't grasped the problem of individual family and their real need. So, the welfare state have been criticised by the failure to explain the social gender relation and the gender power inner family in the course of providing benefits.
The severe criticism on the how of welfare state provide benefits for women and family and the real situation of family is following.
First, most of welfare policy for family target a specific family "bread-winner man-housekeeper woman-their children" , this have limitation in consideration of various forms of family like single parent family, divorced family, remarriaged family, a single family, elderly family, unmarriaged parent family and so on.
Second, Because welfare states is on the assumption that women is primary responsible for caring for the eldery and the children, welfare state put caring role for their family into the hands of woman inner family. Exactly, the state convert its responcible for social care service to individual families so that it hasn't resolved specific needs on integration of work-family.
Third, welfae state policy have operated as mechanism of income redistribution to solve class inequality but power ineqality between men and women and class inequality inner women group are still remained.
In this context, this paper analyze an alternative of family welfare policy being raised from feminism like integration strategies of work-family, socialization of caring role, income maintenance, protection from violence inner family, family unit benefit for various forms of family and their real experience. Consequantly, these discussions on the gender equality and family welfare imply the restruction of social gender relation and institutionalization of gender sensitive stratigies in our nation.

많은 페미니즘 연구자들은 사회복지가 계급불평등뿐만 아니라 성(gender)불평등을 완화시키는 중요한 수단이 되어야 한다는데 일반적으로 동의하고 있다. 그러나 현실적으로 복지국가는 계급불평등을 해결하는 데에 치중한 나머지 개별 가족들이 겪고 있는 실질적인 문제와 욕구 특성에 민감하게 반응하지 못해 왔다. 그로 인해 사회복지를 제공하는 과정에서 사회적 성별관계와 가족 내부의 성적 권력의 문제를 해결하는 사회적 장치로서의 기능을 수행하는데 있어서 복지국가는 실패하였다는 비판이 있어 왔다.
이러한 비판은 복지국가가 가족과 여성을 지원하는 방식에 대한 입장의 차이를 보여주는 것으로 그 선두에는 페미니즘의 비판과 문제제기가 중심이 되어 왔는데 다양한 페미니즘의 입장차이가 있음에도 불구하고 다음과 같이 요약해 볼 수 있다. 첫째, 대부분의 가족을 지원하는 복지정책이 부모-자녀로 구성된 지배적인 형태의 가정만을 대상으로 함으로써 이혼가정, 독신가정, 재혼가정, 한부모 가정, 독거노인 가정, 비혼부모 가정 등과 같은 다양한 형태의 가족을사회복지정책의 대상으로 고려하지 못하는 한계를 보이고 있다. 둘째, 복지국가는 여성을 아동 양육과 노인 및 환자를 돌보는 무급 보호노동의 일차적 수행자로 전제하고 있기 때문에 사회적 보호서비스와 같은 국가의 역할을 개별 가정에 전가시키고 있어서 가족과 노동을 조화시키지 못한다. 셋째, 복지국가의 정책은 가족간의 계급적 불평등을 해소하기 위한 소득재분배기제로서 작동되어 왔지만 가족 내 남성과 여성간의 권력불평등과 여성집단 내부의 계급적 불평등에는 무관심하여 왔다는 것이다.
이런 맥락에서 페미니즘이 제시하는 가족지원 정책의 대안을 이론적으로 추론해 보면 다양한 형태의 가족들이 경험하는 문제에 대한 가족단위 복지급여 체계, 가족과 노동을 통합하는 정책, 가족의 소득보장, 가족내 폭력에 대한 보호 등으로 정리된다.
