The internationalization of economic activity and of transport goes hand-in-hand with a dramatic internationalization of crime including drugs. But criminal law has a national, internal characters. It is therefore inappropriate for any one country to try to combat criminality alone. Internationalization of criminality makes necessary wider international cooperation in various respects. Modem drug control policy is no longer conceivable if it does not include an international elements.
One of the effective ways to overcome this problem is the close international cooperation among states. International cooperation is based on a compromise between the legal and procedural requirement of domestic legislation and the necessity of promoting efficient cooperation between states for the purpose of fighting drugs. Drug crime is not yet a serious problem in Korea, but demands on the necessity to meet the drug problem more actively which has the tendency of getting internationalized. To cope with drug problems, international cooperation should be reinforced.
