Which actors should be considered as a catalyst in tourism cooperation? Various factors could be taken into account. However, I would like to take into consideration geographical proximity, good communication networks, a common cultural background and a well-developed infrastructure as the most significant ones in this paper.
In recent years, the dynamics of network enhances regionalization and globalization. But intercity cooperation and networking in the Yellow Sea Sub-region(YSSR) is still in the beginning stage compared to that those in the EU and the NAFTA.
This paper, first of all, aims to explore how to strengthen inter-city networking in tourism industry in the YSSR. In section 2, the importance of urban cooperation, coalition and network is briefly illustrated. Then how to establish them is discussed. Section 3 examines the possibility of tourism network among major port cities in the YSSR. Section 4 scrutinizes the status and problems of tourism cooperation in the YSSR.
In section 5, I would like to discuss the strategies for inter-city tourism cooperation, dividing them into three stages; short term tasks(2000-2005), mid-term tasks(2006-2010) and long term tasks (2011-2020). In conclusion, I suggest joint policy recommendations for inter-city cooperation in the tourism industry in the YSSR.
