This project was initiated by the proposal by Reverend Moon, Ik-hwan and with the agreement of Kim, Il-sung, the late North Korean leader. After many twists and turns, some members of the dictionary project committee from South and North Korea gathered at Mt. Geumgang in the North to exchange a written agreement to launch the dictionary project. Some of its key agreements are as follows:
① The name of the unified dictionary would be Gyeoremal-keunsajeon.
② Both Koreas would form the Joint Board of South and North Korea for the Compilation of Gyeoremal-keunsajeon.
The project committee members from both Koreas gathered to make a compilation guideline for the first unified dictionary. The following are the agreed upon guidelines:
① To list around 300,000 entry words
② To produce an electronic version of the dictionary
③ To target words after the 20th century
④ To target words used by all ethnic Koreans all over the world as well as the people of both Koreas.
⑤ To select around 200,000 words from those entry words listed in both Pyojun-gugeo-daesajeon by South Korea and Joseonmal-daesajeon by North Korea.
⑥ To list around 100,000 ethnic traditional words and expressions by conducting an extensive literature review of dialects, traditional words, nicknames of animals and plants, job related words, words from literary works, new words, etc. and by collecting words from manufacturing fields.
⑦ To list a certain amount of technical terms
Begun in January, 2005, the compilation of Gyeoremal-keunsajeon is scheduled to take at least seven years or until December, 2011. Data recording and investigation are expected to take five years according to schedule. Thus, in seven years the joint project of the first unified Korean dictionary will appear. However, publication is hardly the final destination of a dictionary compilation. From the moment of its publication, the dictionary starts another compilation process. In this regard, the compilation of Gyeoremal-keunsajeon should continue after 2011 when it bears its first fruit. The inter-Korean joint project for the first unified dictionary should continue until and beyond the reunification of the two Koreas.
Viewed in this light, the compilation of Gyeoremal-keunsajeon should not be saddled only on the Joint Board of South and North Korea for the Compilation of Gyeoremal-keunsajeon as it will be made possible only by the full commitment and help of all Koreans. The joint project of the first unified Korean dictionary requires efforts not only from those project committee members but also from each and every Korean, whether they are in the South, the North, or abroad.
