This study examines the early Chos?n government's ginseng policy and the actual conditions of ginseng distribution inside and outside of the country.
Chos?n government, since the foundation of the dynasty, carried out the ginseng policy that government examines and controls ginseng in the whole country and collects them as tribute, in order to secure the quantity of ginseng for the national demand. However, the tributary system became slackened off since the sixteenth century, as the cases of payment by proxy and payment in cash were becoming frequent. This situation brought about the increase of private trade of ginseng.
Ginseng was considered as one of the major goods for courteous purpose in the Chos?n foreign relations of 'serving the great neighborly relations'(sadae-kyorin). Korean ginseng flowed into China and Japan since the foundation of Chos?n dynasty. in the forms of a tribute of respect to the king and a return courtesy. Ginseng supplied demands of the royal court and the highest rank of noble class of these countries. However, private trade and smuggling of ginseng in foreign trade extensively augmented since the sixteenth century and a great quantity of ginseng went to neighboring countries through these ways.
In short, despite of the governmental control of commerce based on the policy of restraining trades and commercial activities (?kmalron), ginseng trade, merchant activities, and circulation of ginseng were gradually spreading out.
