During the 17ㆍ18th century Chosen dynasty, silver was widely circulated owing to both ceaseless silver's importation of silver from Japan and exportation to china. HoJo, the Ministry of Finance, made an effort to control the currency and converted the financial policy on silver according to varying degree of currency usage.
The circulation of silver was banned in the early Chos?n period. but the ban was lifted during the Hideyoshi Invasion(Imjin war) and currency usage was put under government control.
HoJo gradually increased its control on taxation of silver mines and importation of silver from Japan during the late 17th century. In addition, HoJo ran Silver loaning system(대여은제大輿銀制) thereby controlling the trade that took place during Chosen's tributary mission to China. This form of trade operated for the benefit of the official interpreters (역관譯官), who gained economic profits in the process. In order to both aid and control this trade. Chosen government devised a system of loaning silver to these official interpreters. So doing, government was able to levy taxes on these official interpreters. Despite the governmental efforts to enforce the trade quantity, the governmental limit was often exceeded and because a chronic problem. This problem, however, was not grave because silver circulated smoothly in this period.
Beginning in the 18th century, however. the circulation of silver currency changed. The amount of silver diminished and the price accordingly increased, and greatly damaged the government silver possession. HoJo's silver possessions, especially, decreased and the silver loaning system exaggerated this situation. Yet the silver loaning system was maintained by the government for the sake of the controlling the trade.
HoJo chose to transfer silver from the other ministries of government to supplement its insufficiency. This practice regularly took place during the 18th century, through which HoJo maintained its control over trade and manage its finance.
