With widespread adoption of information technology and increased IT spending, measuring IT performance has surfaced as a highly critical issue. Yet few structured standards for evaluating effectiveness of IT investments were available. To fill the gap, the US government recently proposed an array of system architecture including PRM(Performance Reference Model) that evaluates impacts of IT investments on organizational vision, missions, compatibility, and diverse services in a highly structured manner. Although the strategic concept of PRM proposed by USA is fairly convincing, suitability of PRM measurements needs to be put into further verification in national contexts. Through empirical study, this paper examines PRM per se and compared perceptual difference in PRM area between Korea and China.
The study results show that at least one performance category in PRM performance area was perceived differently between 2 countries. The findings imply that PRM framework can be adapted worldwide, but particular context in PRM model needs adjustment for specific country.
