In the early nineteenth century Chosun experienced economic difficulties stemming from a severe famine. At the time, it was common for Korean rice to be sent to Tsushima, in Japan. However, worsening conditions for Korean rice due to earlier, unknown famines forced the Chosun government to reduce the amount of rice that it sent to Tsushima. Furthermore, Chosun considered importing rice from Japan to supplement insufficient stores. This was the first time since 1609, when trade relations between the two countries were restored following the Japanese invasion.
Tsushima filled the role of intermediary between the Chosun government and the Tokugawa Bakufu in Japan. A letter (K. sogye) composed in the sixth month of 1815 was sent by the Board of Rites to Tsushima. In that letter, the Chosun government stated that it wished to purchase 50,000 sok of rice from Japan. In the eighth month, that letter was forwarded to the bakufu, in Edo. The bakufu discussed this request for three months, and in the eleventh month decided not to reply favorably to the Chosun government's request. The bakufu explained that there was no precedent, but it may be that concern about establishing a precedent was the more important reason.
Chosun government, which could not ignore the historical experiences of the Japanese invasion of 1592-1598, set aside anti-Japan sentiments and sovereign-subject relations momentarily, and pursued utilitarian diplomacy in order to halt the economic crisis. But the Chosun government's attempt to acquire 50,000 sok of rice from Japan through its relations with Japan ended in failure. The Considering how the Chosun government viewed this outcome is helpful in understanding the history of Korean-Japanese relations after the nineteenth century.
