The 1960's was a tumultuous decade for Korean residents in Japan. This was a period in which several crucial issues, such as support for North Koreas provision of funds for national education, the repatriation of Korean residents to North Korea, as well as the discrimination and human rights violations which they were subjected to, were prevalent within the Korean community in Japan.
Although negotiations to normalize diplomatic relations with Japan began in 1952, no significant progress was made for a decade. This inertia was mainly the result of the differences which existed between the two governments perceptions of the colonial era.
Although the Korea-Japan Treaty of 1965 brought about the normalization of diplomatic relations, it did little to resolve a wide range of issues which existed within the Korean resident community in Japan. Koreans continued to be subjected to racial discrimination and were not afforded any further legal protection than the modicum which had existed previously. The national schools of the Association of North Korea Residents (chongry?n) continued to be oppressed at every turn. Furthermore. the Korea-Japan Treaty of 1965 provided Japan with the opportunity to officially divide the Korean community in Japan. While many Koreans took the nationality of the Republic of Korea (Taehan minguk), those Korean residents who had registered as Chos?n nationals were effectively left stateless. As a result, those Korean residents who did not change their nationalities faced a situation in which they were unable to receive diplomatic protection from either North or South Korea.
Forty years later, negotiations to normalize relations between North Korea and Japan have commenced. Although the negotiation process has hit a snag because of the emergence of issues such as abduction of Japanese nationals by North Korea and the nuclear problem, the time has come to prepare for a future in which diplomatic relations have been normalized. Some of the issues which might emerge at that time include: the changing of the nationality of those Korean residents who are registered as Chos?n nationals: the legal problems related to international marriages between North and South Korean nationals: and North Koreas response to those who have become naturalized Japanese citizens and their properties in Japan. In short, once the normalization of diplomatic ties between North Korea and Japan becomes a fait accompli. Japanese society will become the sole space in which South and North Korean nationals live together. Therefore, there is a need for the two Koreas to begin to discuss potential countermeasures to these issues at an opportune time.
