It showed the importance of ‘learning’ in the state-making process that the Central propaganda department of the Chinese communist party published the journal of Learning right after its foundation. During this period, learning was booming with all the people participating in learning. The learning booming was possible thanks to the coupling of top-down mobilization and down-top participation. But this does not mean that every person took part in the learning with the same enthusiasm, which was because learning capital was differently distributed according to political positions. People of ex-labor and farmer class had advantage of learning capital accumulation through the participation in cultural learning and the way of ‘suffering-telling’ in political learning while ex-intelligentsias had disadvantage through the way of ‘confessions’ in political learning. However, in that politics and culture cannot be separated, there was probability that ex-intellectuals could transform the learning capital that they had obtained into the learning capital in political learning. In this manner, the learning in this period could contribute to the state-formation by integrating the ideology of the people - that is, integrating the relation of production - on the one hand and on the other enhancing intelligence - in other words, improving the power of production.
