This research investigates the current states of cyber universities which are being promoted in the areas of continuing and higher education as a part of e-learning in Korea and explores the process of the development of e-learning in Korea, focusing on such next-generation e-learning as u-learning and t-learning.
So far, e-learning has been promoted in various spheres of Korean society in dispersed manner. Especially, the states of cyber universities, promoted in the areas of continuing education and higher education, have not reached the level of complete institutionalization. So far, the Ministry of Education and Human Resources Development has approved 17 distance universities. Among them, 14 have college degree courses and 3 have junior ones. At present, there are various problems ranging from institutional ones to social recognition. In order to solve these problems, the legal system should be unified and the independence of school management should be heightened.
Especially in Korea, e-learning serves as the root of cyber universities as continuing educational institutions. In this respect, this research clarifies various stages in the development process of e-learning in Korea and its future. E-learning in Korea started from the audiovisual education which utilized audiovisual media before 1980s. With the rapid development of computer, in the early 1990s computer-based instruction started as a computer-assisted instruction. It has developed into computer-utilized education, internet-utilized education in the late 1990s, ICT-utilized education in the 2000s and e-learning at present. With the advent of mobile, ubiquitous and DMB environment, this e-learning is being developed into u-learning, m-learning and t-learning which enable more concretely the realization of learning not only in school but also anywhere, anytime.
