China as a growing “stakeholder” in international affairs has drawn a great deal of debate on how it will utilize its incremented and improved comprehensive national power in the security realm. Such debate basically entails two questions. First, it simply asks China’s potential impact on the evolutionary discourse of the current international order: whether it will, as a revisionist power, subvert the extant order or try its utmost effort to preserve the status quo. And the second question is often related to the seemingly immortal issue: whether China will become a threat or a peaceful force as it ascends to the status of a powerful nation in the world. Indeed, there have been numerous academic works full of uncompromising and paralleling views regarding the prospective intention of China’s use of its power. They often fail to draw a consensual and compromising conclusion on the future discourse of China’s growing power because they shackle their analyses with a limited number of analytical framework and perspectives, either that of (neo-) realism or (neo-) liberalism. Ever since the “China threat theory”, a theory determining China’s prospective status as a threat to world peace based on its power trajectory and realist thinking, surfaced in the early 1990s, China has made persistent efforts to refute it with such countermeasure ideas as “New security concept”, “Peaceful rise” and “Peaceful development.” Through empirical studies of the evolutionary discourse of these concepts, the paper will be able to explain the fundamental policy lines behind China’s efforts to sustain peace and stability in Northeast Asia. While there is a promising aspect behind these efforts(i.e. China’s role in six-party talks), however, there are also some disturbing factors(i.e. China’s unwillingness to improve ties with Japan and intention to distort neighboring states’history). The paper will attempt to determine how China’s seemingly controversial diplomatic words and action will contribute to the cause of peace and stability in Northeast Asia by assessing their consistency and continuity in its diplomatic conduct.
