This study analyzes the present situation and a problem of social welfare facilities, and in order to administer social welfare facilities rationally, I propose what kind of change the government and social welfare facilities must practice.
As the problem of social welfare facilities, at first facilities operation is closed, secondly accounting irrationality appears, thirdly services cannot be various, and finally human rights in facilities are receiving infringement.
As the problem of government, governmental director and supervision function cannot be performed well. And because governmental assistance for social welfare facilities is shot, facilities operation is hard.
In order to solve these problems, facilities improve service for clients. Secondly human rights of clients must be ensured in facilities. Thirdly manager must operate facilities justly with a democracy. Finally the government expand subsidy, and must exercises director and supervision authority more positively. For this, it is necessary to make a team taking charge of social welfare facilities only in the local government.
