The characteristics of the Korean tariff policy under the American military administration 'can be summarized as follows:
(1) The tariff mechanisms of the, period were very similar to those under the Japanese colonial government;
(2) The tariff policy of the period was implemented primarily to solve the urgent inflation problems and to guard against illegal trade rather than contributing to government finance or protecting vulnerable industries during the occupation period;
(3) A ten percent tariff rate was universally applied to all imported items, limiting the tariffs functionality;
(4) The tariffs contribution to government revenues was minimal considering that most government resources at that time were derived from tariff income;
(5) Finally, Korean tariff policy under the American military administration could not have developed effectiveness without autonomy in the tariff policy as compared to the Japanese colonial period, due to the occupation policy' of short-term, status quo maintenance.
