Korea has an environment of small territory, scant natural resources, and overpopulation. Since it is so, Korea is in the position that export-oriented economic policy is essential for the continuous economic growth. Accordingly, Korean government had positively carried out the five-year economic development plan from the early 1960s, and the core was the export promotion. From that time, Korean government had the motive that foreign trade department should be established at the universities across the nation for fostering a large number of foreign trade specialists. As a result, most of Korean universities had established the foreign trade department, and the number of the department mounted up to about one hundred around the nation. From that time on. the foreign trade department at university had made a great contribution to developing the export promotion policies and fostering the competent trade specialists. However, the foreign trade department had been abolished or merged into the department of economics or business administration, from the middle of 1990, taking the opportunity of remodelling their university which was initiated by financial support from government. It was very ironical and irrational measures in the light that the number of foreign trade specialists was short and the roll of them was increased more and more, as the WTO system was started. Recognizing these points, this thesis aims at studying problems and counterplans of Korean universities for cultivating positively foreign trade specialist from now on. And, as a result of this study, It is emphasized that following actions have to be taken positively for cultivating foreign trade specialists at Korean universities. Firstly, the irrational and one-sided merger of foreign trade department into other department(for example, into economic department or business administration etc.) has to be withdrawn and foreign trade department should be maintained as a separate department or division. Going one step forward, it is more desirable to establish the college of foreign trade to meet the present demand of Korean economic circumstances. Secondly, the name of foreign trade department are now used in confusion in Korean universities. Therefore, the definitions of the words, "international trade", "international commerce" etc, should be clarified as soon as possible by organizing a special committee at Korea Trade Research Association Inc. Thirdly, the curriculum has to be made up for the weak points by complementing several important fields, for example, international logistics, electronic commerce, second foreign languages(Chinese, Japanese etc.), overseas area study including North America area, European area, and Asian area etc. In addition, the method of education of foreign trade has to be improved by strengthening "on-the-spot" training. Fourthly, Korean universities have to promote more positively the cooperation with business circles and government. Lastly, effective operation of graduate course and positive development of liberal arts course in the field of foreign trade(for example, international business manner etc.) is absolutely needed for fostering the high class of trade specialists.
