This paper studies unification policies for Korean reunification. When South and North Korea are unified, the higher wage and the better living environment in South Korea will induce North Koreans to South Korea. Without considering this North-South migration, it is impossible to develop a proper unification policy for unified Korean.
When North Korean are allowed to migrate to South freely, there is a large influx of immigrants to South Korea from North Korea will result in the lower wage and the higher rent in South Korea. Also, it reduces infrastructure investment in South Korea. Thus immigrants from North Korea will not only make welfare of South koreans worse but also aggravate economic disparity between South and North. On the other case where North Korean are not allowed to move to South, North Korean welfare will be made worse while South Korean welfare may be improved. Since freedom of North Korean is restricted. This unification policy harms unity of South and North.
Therefore, this paper develops an alternative unification policy that consists of a migration and a compensation policy. It is analyzed that this alternative unification policy improves welfare of South and North Korean as well as alleviate the economic disparity between South and North than the policy that allows North Korean to move freely to South.
