Organization of inspecting groups in Japan of modern ages was intended to grope for ways to move overseas or exploit colonies adding force to the competition with the Powers to acquire colonies and was emphasized as a matter of Japanese 'state policy'. Among the groups, Tokyo Geographical Society started its activities the earliest in 1879. The executives or members of the society included great politicians, diplomats, and scholars leading the Meiji era and either decided on Japan's policies for Joseon or were actually involved in invading Joseon. The society's magazines, reports, volumes, or maps containing the contents of inspecting the circumstances of Joseon played a crucial role in distributing colonial ideology and colonizing Joseon. This generated invasive ideology and formed a despising view to Joseon in Japan.
The society gained information about the circumstances of Joseon through soldiers' interior spying and commercial research, diplomats' spying inspection, and geologists' resources research. The reason these inspecting activities were significant was that government offices like Cheoksikguk (拓植局) or imperial universities, or the Residency-General of Joseon or the Government General inspected the circumstances of Joseon initiatively before the examination was decisively conducted.
The members of the society advocated its logic that Joseon had to be protected and ruled by Japan after all because it had never been independent from either Japan or China in its history since ancient times. It also found a ground of it from the Theory of Common Origin of Japanese and Koreans that Japanese and Koreans were from the same origin.
