Japan openned of a port in 19C. they was forced to contract an unequal treaty with the Western Europe and America Powers. Unequal treaty was a basic tool of imperialismistic surbordination. Japan bend over backward to change the Treaties. It had need of establishment of Western European legislation. Fortunately, Japan had chosen as a regional partner from England. Because, England had need of interception of Russian southward advance at that time. So government, the prime ministers of Japan, eager in Western Europe legislative in those times. Legislation of a code of laws had tip the blance for success and failure in the Eastern Asia modernization. Especially, legislation of the code ! of corporation law is ahead of the Industrial Revolution. Of course, it is only an coincidence. But it is quite possible. So, I look for the legislation process of corporation law of new commercial code of Japan in 1899.
