The government established Jinyoung(鎭營) with inducing the strategy of 『Gihyosinseo(紀效新書)』 after the Imjin war, tried to dispatch Youngjang(營將) in most camps of the three southern provinces after the King Hyojong period, to enforce local military power. But, the dispatch of Youngjang caused economic evils to the authorities and the people. In the 17th century, the evil of Banggunsupo(放軍收布) increased because the of local military commanders could not receive their salaries, besides, the frequent change of the commander caused that the relationship among soldiers could not sincere and that the efficiency in training and a battle could not maximized. Accordingly, Bangye Yu Hyeongwon suggested the local military system reform on purpose to reduce nation’s economic burdens, to make soldiers’ life stable, and to strengthen the national defense, etc by revising these problems.
First of all, Bangye, agreeing with the rehabilitation of Jingwan(鎭管) system, deleted the ministers dispatched the three southern provinces to make a local governor of Geojin(巨鎭) lead the training and the inspection for soldiers belonging to the town and to make a local governor of Jejin control Pachong(把摠). But, Bangye, aiming at the rehabilitation of Jingwan system, tended to accept Jinyoung system partially selected after the Imjin war in the point of using Jinyoung formation and command system without any alteration Secondary, Bangye made soldiers’ life stable through paying land to general soldiers for military service, and helped soldiers’ military activities in the economic aspect through the foundation of Bo(保). Bangye organized the army as the unit of a town on basis of land to maximize the victory in combat and to prevent evasion of conscription. Besides, Bangye embodied Yulgok’s assertion to revise the evil of Banggunsupo by paying salaries to local military commanders, and decided the concrete price from soldiers to Gipaekwan.
In addition, Bangye suggested the longtime employees to of local military commanders. Bangye, introducing the assertion of Yi Yi and Kang Hang, suggested to make the Jeoldosa and Uhoo work for 6 years and to make Jinjang work for 9years, accompanied by their families without the frequent change of the commander. Moreover, Bangye planed Geoeup-based defence through moving most Youngs located at edges to round the center place in a town and constructing Jin at an important spot and amalgamation.
On the one hand, even though a tract on land provision for general soldiers was an advanced opinion considering the people, it was impossible to realize because of the difficulty of land reform. And the fact that a fanner holds another service as a soldier, can deduce economic burdens, but decreases the efficiency and the specialty in the military point. Besides, the assertion to make a local governor of Geojin play a role on youngjang for the rehabilitation of Jingwan system was suggested by former officials than Bangye or contemporary with Bangye, so that was not bangye’s own opinion, and that assertion could cause the difficulties in training and command for soldiers comparing to dispatch a special military officer as a Youngjang.
