This paper investigates the instructional design and development strategies that will help facilitate interaction in English e-Learning content. Twenty-two content development specialists were selected to participate in this study. The participants were divided into four classes: instructional designers, developers, editors, and content specialists. Qualitative research methods were used to report the participants’ perceptions of the strategies required to promote interaction. The data were collected through semi-structured focus group interviews. An analysis of the interview data revealed that a mixture of content types, namely, VOD (Video On Demand) and WBI (Web-Based Instruction), is required to increase interaction. The findings suggest three instructional design strategies to promote learner-content interaction, learner-teacher interaction, and learner-learner interaction. The findings also indicate that (1) different interaction strategies need to be developed according to content types and (2) developers, who use authoring tools, should devise methods to strengthen interaction. Additionally, the results provide practical guidelines for the further development of mobile content and multimedia resources that can promote a high level of interaction.
