This paper deals with a Progressive Alliance at the turn of the 20th century in Britain. This period under the Conservative Party witnessed the economic depression as well as the various kinds of political and social disturbances. In addition, the emergence of the small, but vocal, labour representation movement challenged the Liberal influence in working-class constituencies.
The Social Radicals and C. P. Scott, the editor of the Manchester Guardian, were among Liberals who advocated a Progressive Alliance. Labour also wanted cooperation with Liberals for electoral success and moreover they took the Liberal side against Conservatives on almost every live political issue that count. The Alliance was tried at some municipal elections and came to fruition. With the secret pact between Gladstone-MacDonald, the general election in 1906 was a landslide victory for both party.
The Progressive Alliance, however, was not as ‘progressive’ as its name. Common progressive and reformist programmes could not be formulated. Liberal would steal the Labour’s programme without intention of implementing them. Liberal was to split over the acceptance of the Labour candidates, and the constituencies surrendered became the new heartland undermining Liberal’s own working-class base. Unlike in national politics, while the difference between Liberal and Conservative were not clear, there were fundamental issues dividing Liberal and Labour at the local level. As for Labour, influence of the moderate trade unionists through the alliance was strengthened at the expense of the socialists. Progressive Alliance may have brought electoral benefits for Liberal and Labour, but its long-term effect on the British politics is to be considered from our present standpoint.
